Tillman Cove


A major opportunity for accomplished and experienced housing developers to undertake mixed-use or residential development in the Binghampton neighborhood on an 8.11-acre site commonly known as Tillman Cove. More information can be found in the attached RFQ documents.

University Flats

University Flats is a 46 unit apartment complex located near the University of Memphis. It is newly renovated and features new flooring throughout, freshly painted walls, new countertops, along with updated bathroom and kitchen with new appliances. Laundry facility and parking on-site with security cameras throughout the complex.

Heartbreak Hotel

A historic 12,000 sq. ft. commercial building, built circa 1903. The building is located in the heart of the Edge District, near Sun Studios, High Cotton Brewing, the Edge Motor Museum, and the planned Ravine linear park.


Memphis & Shelby County are ready to accelerate reinvestment and maximize the benefits of Opportunity Zones for developers, investors, and community members.

Historic Development Grant Program

In April 2021 the Tennessee General Assembly developed the Historic Development Grant Program (HDGP) and allocated $4.8 million to renovate and preserve the State’s historic buildings. The legislators recognized that historic buildings and their preservation expand the state’s economy, create new employment opportunities, revitalize and renew communities, create an environment for investment, and promote tourism and rural economic development.

Eligible Shelby County historic structures must be located in a federally qualified Opportunity Zone.  Learn more
