Opportunity Zone Areas

Below are general descriptions of each opportunity zone.

Binghampton & Poplar Corridor
(Core City)

The Binghampton and Poplar Corridor area has three Census Tracts designated as Opportunity Zones. Three major corridors (Poplar Avenue, Sam Cooper Boulevard, and Summer Avenue) carry high volumes of traffic and feature a broad mix of commercial, retail and restaurants within the Opportunity Zone. The Broad Avenue Arts District, Chickasaw Country Club, Caritas Village and proximity to Overton Park are just a few of the assets in one of the most unique areas in the City. The City of Memphis encourages growth that aligns with the vision and priorities identified within the Comprehensive Plan.

Downtown & Medical District
(Core City)

The Downtown & Medical District area has ten Census Tracts designated as Opportunity Zones. This zone has the highest density in the City and markets poised for growth in future years. Anchoring this zone are institutions such as St. Jude Hospital. Crosstown Concourse, University of Tennessee Medical Center, Southwest Tennessee Community College and Methodist Hospital. The City of Memphis encourages growth that aligns with the vision and priorities identified within the Comprehensive Plan.

N Memphis & Uptown
(Core City)

The North Memphis & Uptown area has seven Census Tracts designated as Opportunity Zones. Portions of this zone experience high rates of poverty that stand to gain through greater connectivity to opportunity. The zone includes historical neighborhoods such as Klondike Smokey City and New Chicago. The Uptown TIF district is within the zone and in 2018 a community plan was completed. The City of Memphis encourages growth that aligns with the vision and priorities identified within the Comprehensive Plan.

Orange Mound
(University)

Orange Mound and the Fairgrounds area has two Census Tracts designated as Opportunity Zones. This area also includes well established, low to moderate-income neighborhoods such as Orange Mound, Glenview and Cooper Young. The MidSouth Fairgrounds are within the zone and are the subject of a 160-acre redevelopment plan eligible for Tourism Development Zone (TDZ) designation, in addition to a host of residential and commercial investments. The City of Memphis encourages growth that aligns with the vision and priorities identified within the Comprehensive Plan.

South Memphis
(Core City)

The South Memphis area has three Census Tracts designated as Opportunity Zones. Portions of this zone experience high rates of poverty that stand to gain through greater connectivity to opportunity. Anchoring this zone are institutions such as LeMoyne Owen College and Stax Museum and Music Academy. The City of Memphis encourages growth that aligns with the vision and priorities identified within the Comprehensive Plan.

University of Memphis
(University)

The University of Memphis area has three Census Tracts designated as Opportunity Zones. The zone is anchored by the University of Memphis, the largest University in the region and has a TIF district. There are several multi-family and student housing developments planned for the area. The City of Memphis encourages growth that aligns with the vision and priorities identified within the Comprehensive Plan.

Whitehaven

The Whitehaven area has two Census Tracts designated as Opportunity Zones. The zone features strong single-family neighborhoods. However, the multifamily developments suffer from blight and vacancy, making them a prime opportunity for investment. Home to Graceland, the area includes medical device firms such as Smith & Nephew and is adjacent to the Memphis International Airport. The City of Memphis encourages growth that aligns with the vision and priorities identified within the Comprehensive Plan.

Millington

The Millington area has two Census Tracts designated as an Opportunity Zone. Millington is home to a US Naval Command Center and recently received $30 million through HUD’s National Disaster Resilience Competition for a 1,200 acre park to protect the naval base and low-to-moderate income communities from chronic flooding. The City and County recently established a TIF district within this zone.
